I will take a chance on sounding like an idiot. Obviously this is a take off from a previous episode where Brian owed Stewie money. But is this from an actual episode, or someone having fun with You Tube? It has been so long since I've watched Family Guy. (Hangs head in shame.)
lasto-- yes, this is a clip from a previous episode (where Peter joins the Patriots) which has redubbed audio.
Looks to me like Seth Mcfarlane is just doing a little bit of voicework for each of the TV shows that Family Guy is up against in the Emmy race-- they also posted the exact same clip with Brian talking about FLIGHT OF THE CONCHORDS instead of THE OFFICE.

But I have not watched this show, so I maybe I don't get it the humor. I think there are plenty of Indians and Mexicans in Pennsylvania.

I usually have a great sense of humor, but that was kinda horrifying. I watch Family Guy sporadically, so I get the joke, but I'm a sap for dogs - comedy dogs, real dogs, fake dogs. The image of one getting bloodied and beaten by a baby, even in a silly animated sitcom where he talks like a dude, bothers me. It bothers me that Stewy talks like Lawrence Olivier, so I can't contribute rationally to this.
I don't think The Office or The Family Guy deserve the Emmy. 30 Rock does - even if NATAS went a little nuts in doling out all those nominations.
